Use buttons in clear view on entry to the website that inspires them to take action. Use "action words" so that they know what they will be in for. "Buy Now", "Sign up" or "Read more" is very specific of what will be expected of them when they click.
Context is everything. Where you place your call to action is usually at the start or at the bottom of a page. Write in first person, and in present tense - Google likes this! This will help your SEO. Don't waffle to get content length - quality is better than quantity. Be clear and concise - and most of all targeted.
Simplify the layout - clutter is noisy and distracting. Be mindful of contrast and backgrounds, your call to action should stand-out. Use tools like hotjar to measure the activity that is happening on the page to ensure you are getting the desired reactions to your content.
